L’impartialité du juge administratif des référés : entre quintessence et portée réelle

Abstract :

The spectacular development of the administrative summary procedure experienced by Congolese administrative procedural law, with its share of decisions sounding like a cleaver to the omnipotence of the administration cannot leave interested commentators indifferent, if these (decisions) refocus the essential role that the judge is called upon to play. Being the cornerstone around which the entire procedure revolves, the judge must reassure both the parties to the proceedings and third parties who, seeing the way the proceedings are being conducted and the 'quick' justice rendered, may have the feeling that cases are heard by an independent and impartial tribunal. This objective will be achieved only if the judge integrates certain values, including impartiality, which is the subject of this study. In an essentially exegetical approach, supported by doctrine and case law, this study has held that the impartiality of the judge in chambers is dependent on the implementation of the contradiction, the motivation of the order as well as the exercise of cautious about combining functions.

Abstract :

In the context of sickle cell disease, a genetic disorder affecting red blood cells, the search for alternative treatments is crucial. The aim of this study is to use computer simulations to predict the efficacy of certain Lippia multiflora compounds in combating this hemoglobinopathy. The methodology used is based on molecular modeling and in silico simulation techniques. Ten molecules of plant were selected and their three-dimensional structures were constructed. Molecular docking simulations were then carried out to assess the binding affinity between these secondary metabolites and hemoglobin S. The results reveal that four chemical compounds from Lippia multiflora (cycloeucalenol, luteolin, verbascoside and zitosterin) show promising affinity with the target protein, suggesting the plant's anti-sickle cell potential. However, further experimental studies are needed to validate these predictions (potential efficacy) in order to confirm the actual efficacy of this medicinal plant. This in silico approach thus paves the way for faster, more cost-effective pre-selection of promising medicinal plants for future development of treatments for sickle cell disease.

Connaissances, attitudes et pratiques des habitants du quartier Kisenso gare à Kinshasa (RDC) face aux maladies liées à l’eau

Abstract :

Cette étude a consisté à évaluer les connaissances, attitudes et pratiques des habitants du Quartier Kisenso Gare à Kinshasa face aux maladies liées à l’eau. Il s’agit d’une étude transversale réalisée auprès de 148 habitants entre septembre et décembre 2022. Les résultats ont révélé 29,7% d’enquêtés avec un niveau moyen ; 25,7% avec un niveau insuffisant ; 24,3% avec un bon niveau et 20,3% avec un mauvais niveau de connaissances sur les modes de transmission. Tandis que concernant les connaissances sur les mesures de prévention, 33,1% avaient un niveau moyen ; 29,1% avaient un mauvais niveau ; 21,6% avaient un niveau insuffisant et 16,2% avaient un bon niveau. Par ailleurs, les attitudes positives étaient observées chez : 84,5% d’enquêtés pour la question d’amener les patients dans une structure sanitaire ; 18,2% pour la question de garder les patients à la maison et leurs donner des médicaments ; 8,8% quand il s’agit de mettre les patients sous traitement traditionnel et 4,1% pour la question d’isoler les patients souffrant des maladies liées à l’eau. Quant aux pratiques liées à la prévention, 83,8% d’enquêtés traitent l’eau de boisson ; 85,1% maintiennent l’hygiène individuelle et collective ; 85,8% maintiennent l’assainissement de l’environnement et 82,4% s’abstiennent de se baigner dans les eaux usées. Au regard de ces résultats, bien qu’appréciables, une sensibilisation continue avec des messages clairs sur les maladies liées à l’eau demeure utile pour leur meilleure acceptabilité.

Abstract :

The aim of the present study was to test the effect of buckling on the rejection power of plantain (Musa sapientum L.) in situ at Gbadolite in the Democratic Republic of Congo. To this end, a randomized complete block trial was carried out using local varieties, notably Yongo, Mosantu and Ngbangele, respectively French, true and false horn cultivars, arranged in even rows; in other words, 4 blocks and 3 treatments representing 3 types of plantain, each represented by a cultivar, some samples of which were flambéed and others not. It was observed that buckling increased the rejection rate compared with controls to 183.3%, 200% and 250% respectively for buckled cultivars of the true-horn, false-horn and French types. The average number of rejections per bulb was 5 rejections per unflamed bulb versus 15 rejections from flamed bulbs for the Ngbangele cultivar, of the false-horn type; 5 rejections from unflamed Mosantu cultivar versus 16 rejections from flamed bulbs, of the true-horn type and 6 rejections from unflamed cultivar, Yongo, of the French type versus 21 rejections from flamed subjects.

Abstract :

While promulgating the law n 17/001 of February 18, 2017 as well as the complementary arrangements, the Congolese legislator tries through this law to promote the small and middle Congolese enterprises. In this optics, the law reserves the subcontracting in the sector deprives at the enterprises to Congolese funds. All times, some derogation is foreseen is can justify the recourse in an enterprise foreign subcontract: for example, in case of consultancy deficiency on the Congolese territory. But the law and his/her/its application decrees frame these exceptions strictly. In other words, subject to the exceptions foreseen by the law and all precision that could be brought by another law or decree cannot be under bills in Democratic Republic of Congo that of the societies whose capital is detained directly or indirectly to 51% by Congolese natural persons.

Abstract :

The evaluation of antiradicalaire and antioxidant activities of Vamine® and its constituants has allowed us de constate that the the evaluation of the anti-free radical and antioxidant activity of Vamine® and its constituents, allowed us to note that the capacity of trapping of the free radicals of Vamine® is pronounced compared to the constituents evaluated separately. Indeed, Vamine® has an IC50 value at ABTS of 96.16 ± 5.47 µg / ml compared to Dioscorea bulbifera (150.44 ± 9.64 µg / ml), Corn (150.44 ± 9.64 µg / ml), Cassava (218.27 ± 12.4 µg / ml), Voandzou (150.31 ± 4.93 µg / ml) Peanuts (338.06 ± 133.59 µg / ml) and control gallic acid (0.71 ± 0.08 µg / ml). In view of these results, we can assume that the trapping capacity of Vamine® comes from the synergy obtained from the mixture of different constituents. The analysis carried out with the radical DPPH did not show good values of IC50 this could be explained by the fact that for the reactions with DPPH, only the polar molecules react while the reactions with the radical ABTS relate to the polar molecules and nonpolar.

Abstract :

The Democratic Republic of the Congo is a country to mining vocation. Since the state Indépendant of Congo, the natural resources particularly the precious mineral substances, didn't stop attracting the researchers and the mining investors coming of the different horizons. It is since 1990 our country knew the big difficulties, that succeeded after years of war in 2001 to a pacification of the political situation but also to a very deep change in the mining structure of our economy while promulgating the law n°007/2002 of July 11 2002 structural mining code as modified and completed by the order law n°18/001 of March 09, 2018. On this aspect of the things, there are grounds to recognize the merit of the new mining code that drained the private investment massively in the country.

Abstract :

The aim of this work is to improve our knowledge of the petrography of the geological formations of Mogoro, precisely in the N4/20 square degree. Specifically, we wanted to know whether the Mogoro geological formations possess petrographic characteristics that would enable us to classify them. We also wanted to know their mineralogical composition. After taking 6 rock samples in the field, we first described them macroscopically. The samples were then sent to the CRGM laboratory for microscopic description. This enabled us to classify our rocks as quartz arenites. Key words: Geological formations, petrography, polarized light, quartz arenites, Molegbe.
