Faced with the persistent security crisis in eastern DRC, marked by the expansion of the M23 and the deteriorating humanitarian situation, the UN Security Council condemns external support for the M23 (particularly from Rwanda) and demands its withdrawal, while struggling to enforce its resolutions in the face of criticism regarding their ineffectiveness. The alarming situation: The continued violence (M23, ADF) is causing a dramatic humanitarian crisis, making the DRC one of the countries with the highest number of displaced persons in the world. Criticisms from the Council: The DRC condemns the gap between resolutions (e.g., Resolution 2773) and their implementation, denouncing Rwanda's "denial." MONUSCO is criticized for its limited capacity to protect civilians. Regarding the Council's actions: The Council supports diplomatic processes (Luanda/Nairobi) and the gradual withdrawal of MONUSCO, while also sanctioning those responsible. Finally, the outlook: The focus is on diplomatic pressure for the unconditional withdrawal of the M23, the dismantling of parallel administrations, and the resumption of dialogue between the DRC and Rwanda. The situation remains highly volatile, with the DRC insisting on a stronger response to external aggression, while the Security Council seeks a balance between diplomacy and sanctions.
