La gouvernance financière des établissements de santé en République Démocratique du Congo (RDC) est souvent caractérisée par une faible transparence et une participation limitée des parties prenantes. À Likasi, ces défis entravent l'efficacité des services de santé. Le modèle actionnarial de SHAREHOLDERS, centré sur l'implication des parties prenantes, pourrait offrir une solution adaptée. Une étude pilote a été menée dans plusieurs structures de santé de Likasi, combinant des entretiens semi-structurés avec des gestionnaires et des membres de la communauté, ainsi que l'analyse de documents financiers. L'objectif était d'évaluer l'impact de l'application du modèle SHAREHOLDERS sur la gouvernance financière. Les résultats indiquent une amélioration notable de la transparence financière et une augmentation de la participation des parties prenantes dans les processus décisionnels. Les structures ayant adopté le modèle ont montré une meilleure gestion des ressources et une satisfaction accrue des usagers. L'intégration du modèle actionnarial de SHAREHOLDERS semble renforcer la gouvernance financière en favorisant la responsabilisation et la collaboration entre les acteurs. Cependant, des défis subsistent, notamment en termes de formation et de sensibilisation des parties prenantes. Le modèle SHAREHOLDERS offre un cadre prometteur pour améliorer la gouvernance financière des structures de santé à Likasi. Son adoption pourrait être étendue à d'autres régions de la RDC pour renforcer le système de santé national. Financial governance in health facilities in the Democratic Republic of Congo (DRC) is often characterized by low transparency and limited stakeholder involvement. In Likasi, these challenges hinder the effectiveness of health services. The SHAREHOLDERS stakeholder model, centered on stakeholder engagement, could offer an appropriate solution. A pilot study was conducted in several health facilities in Likasi, combining semi-structured interviews with managers and community members, along with the analysis of financial documents. The objective was to assess the impact of applying the SHAREHOLDERS model on financial governance. The results indicate a significant improvement in financial transparency and an increase in stakeholder participation in decision-making processes. Facilities that adopted the model demonstrated better resource management and higher user satisfaction. Integrating the SHAREHOLDERS stakeholder model appears to strengthen financial governance by promoting accountability and collaboration among actors. However, challenges remain, particularly regarding training and awareness of stakeholders. The SHAREHOLDERS model offers a promising framework for improving financial governance in health facilities in Likasi. Its adoption could be extended to other regions of the DRC to strengthen the national health system.
